Spotswood Elementary School teacher Bobby Mongold teaches his third grade class Thursday afternoon. Gov. Bob McDonnell released his K-12 legislative agenda Thursday and some of the items deal with teachers’ pay and programs.

HARRISONBURG — Gov. Bob McDonnell is prepared to give Virginia educators a 2 percent raise in fiscal 2014, as long as legislators approve contentious changes to continuing contracts for teachers.
