Overvotes and undervotes, which occur when people either vote for too many candidates or too few, are among issues being addressed as the lack of uniformity in Virginia’s voting process comes to the forefront. Don Palmer, secretary of the State Board of Elections, said that some of Virginia’s voting machines are unable to reject overvotes or undervotes, preventing those ballots from manual inspection in a recount.
