The Cosby Company Inc. to build a one-story, single-family dwelling on a crawl space with three bedrooms and two bathrooms at 131 Cadogan Court in Harrisonburg, $469,000.

Rockingham County to construct a wheel wash at 2400 Grassy Creek Road, $165,000.
