ADVERTISEMENT FOR BIDS PHASE 3 WASTEWATER TREATMENT PLANT IMPROVEMENTS Town of Elkton, Virginia Sealed Bids for the construction of the referenced project will be received in the office of the Town Manager at Elkton Community Center, 20593 Blue & Gold Drive, Elkton, Virginia, 22827 until 2:00 PM local prevailing time on Thursday, October 17, 2019, and then publicly opened. Bids may be withdrawn using the procedure set forth in Virginia Code 2.2-4330 B.2. The Town will award the contract based on total base bid. Bid Security: Bids shall be accompanied by a certified check or an acceptable bid bond in the amount of 5 percent of the base bid. Bidders must be licensed as contractors in the Commonwealth of Virginia in accordance with Title 54.1, Chapter 11 of the Code of Virginia (1950) as amended. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term iron and steel products means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials.
