MASSANUTTEN — Some property owners who approve of short-term rentals in Massanutten Village say the dispute over the rentals is being blown out of proportion. The dispute began in May of 2006 when a Massanutten resident complained to Rockingham County officials about the rentals and questioned whether the zoning code permitted them.
